Move Permits and Lift Bookings in Dubai: How They Work

This is the part of moving in Dubai that catches people out, and it is entirely avoidable. Most managed buildings and gated communities here will not let a moving crew start without a permit, and a good number will not let the truck onto the property at all.

It is not difficult. It just cannot be done on the morning.

What a move permit actually is

An approval from building management or the community office confirming that a move is happening on a specific date, that the mover is a legitimate company, and that someone is accountable if the lift or the corridor gets damaged.

In most towers it comes bundled with a service lift booking — a defined window during which your move has the goods lift.

What you will usually be asked for

  • Tenancy contract — or the title deed if you own
  • Emirates ID of the tenant or owner
  • The mover’s trade licence — your moving company provides this
  • The mover’s insurance certificate — likewise
  • A refundable deposit, at many towers, against damage to shared areas
  • A clearance or NOC from the landlord or agent, if you are moving out

The deposit is worth knowing about in advance because it is yours to pay, not the mover’s, and it is returned after the building inspects the lift and corridors.

Nothing is processed on a Friday, and the last week of the month is when every other tenant in your building is also applying.

Where it is genuinely enforced

Enforcement varies enormously across Dubai, and it is worth knowing which category you are in.

Strictly enforced. Downtown Dubai requires two separate approvals, one from community management and one from the building. Jumeirah Lake Towers (JLT) checks both the community NOC and the building permit at the barrier. Dubai Silicon Oasis and Jebel Ali operate free-zone access control, and JAFZA requires passes for individual crew members. In all of these, a crew arriving without paperwork is turned around.

Standard process. Business Bay, Dubai Marina, Al Nahda and most managed towers. Permit plus lift booking, two to three days.

Usually informal. Deira, Al Karama, International City, Muhaisnah and most older landlord-managed buildings. Telling the watchman is often the whole process — here the real constraint is where the truck can park, not permission.

Nothing required. Independent villas on private plots — Al Warqa, Mirdif villas, Al Rashidiya. Your gate, your street.

The lift slot is the schedule

Worth stating plainly, because it is where tower moves go wrong. A service-lift booking has a start time and an end time and it does not extend because the job is running long.

So everything that can happen before the window opens should: packing, dismantling, wrapping, staging by the door. A crew that begins packing when the lift slot starts has already spent half of it on work that could have been done at any time.

Book the lift, then pick the date

In high-density areas — Dubai Marina especially — at month end, this reversal is the single most useful piece of advice on this page. Ask the building which slots exist before you commit to a moving date, rather than fixing the date and hoping one is free.
